In most cases, a partially-guided tour doesn’t have a tour leader assigned to a group, but some or most of the activities, such as hikes, city walks, or historic site visits, are led by different guides. Also, in most cases, booking a partially-guided tour is way cheaper than booking a fully-guided tour!
